1 <br /> <br />PLANNING & ZONING BOARD <br />AGENDA ITEM 8A <br /> <br /> <br />STAFF ORIGINATOR: Katie Larsen, City Planner <br /> <br />P & Z MEETING DATE: May 10, 2023 <br /> <br />REQUEST: Sign Ordinance-Dynamic Display Sign Size <br /> <br />CASE NUMBER: N/A <br /> <br />APPLICANTS: City of Lino Lakes <br /> <br />OWNERS: Multiple <br /> <br /> <br />BACKGROUND <br /> <br />The amended City Code Chapter 1010: Signs ordinance went into effect May 4, 2023. The <br />amendment included increasing the size of dynamic display signs from 20sf to 32sf with an 8 <br />second hold. Staff provides the following additional research regarding electronic message <br />centers (e.g. dynamic display signs). <br /> <br />ANALYSIS <br /> <br />The Planning & Zoning Board held a public hearing on February 8, 2023. Public comments <br />included the request to increase the size of dynamic display signs from 20sf to 50sf. Staff <br />recommended an increase to 32sf. The Board recommended approval of the sign ordinance with <br />20sf and that staff research dynamic signs and bring back information to the Board at a later date. <br /> <br />After the Planning & Zoning Board meeting, Paul Selbitschka, owner of Precision Tune Auto <br />Care, contacted staff and asked about increasing the dynamic sign size to 32sf. At the March 6, <br />2023 Work Session, Council agreed to increase the size to 32sf with an 8 second hold. This <br />change is reflected in the revised ordinance. <br /> <br />Attachment 1 is a table comparing electronic message centers requirements in neighboring <br />communities. Sign type, sign size, EMC size, hold times, height, and brightness vary from <br />community to community. Some requirements are the same and some are very different. In <br />general, sign size requirements are a community preference. <br /> <br />Staff also researched aspect ratios and did not find any language requirements in neighboring <br />community sign ordinances. <br /> <br />RECOMMENDATION <br />
