COUNCIL MINUTES <br /> APPROVED <br /> 1 CITY OF LINO LAKES <br /> 2 MINUTES <br /> 3 <br /> 4 DATE : January 13, 2020 <br /> 5 TIME STARTED : 6:30 p.m. <br /> 6 TIME ENDED : 7:15 p.m. <br /> 7 MEMBERS PRESENT : Council Member Stoesz,Lyden,Ruhland, and <br /> 8 Mayor Rafferty <br /> 9 MEMBERS ABSENT <br /> 10 <br /> 11 Staff members present: City Administrator Jeff Karlson; Community Development Director <br /> 12 Michael Grochala; City Engineer Diane Hankee;Human Resources Manager Karissa Bartholomew; <br /> 13 Director of Public Safety John Swenson; and City Clerk Julie Bartell <br /> 14 <br /> 15 OATH OF OFFICE <br /> 16 <br /> 17 Mayor Rob Rafferty and Councilmembers Ruhland and Lyden took the Oath of Office for the terms <br /> 18 on the council. <br /> 19 <br /> 20 PUBLIC COMMENT <br /> 21 Allen Moser, 540 Marshan Lane, noted concerns about YMCA traffic using his street and not safely. <br /> 22 He has spoken to the Police and Community Development Department but the problem persists. He <br /> 23 is requesting a sign at both ends of the street. He noted two other residents on that street present <br /> 24 that will corroborate. He also noted that semi-trucks that use Lake Drive are using their jake brakes <br /> 25 and it creates a lot of noise. Some of those trucks were Cemstone trucks and when he approached <br /> 26 that company, they responded well. <br /> 27 Mayor Rafferty announced that staff will look into the concerns brought forward and the council <br /> 28 will discuss them at their next work session. <br /> 29 Mr. Robert Nelson, East Shadow Lake Drive, came forward to discuss the proposed roundabout on <br /> 30 Birch Street. He attended the last community forum and has attempted to speak with Anoka <br /> 31 County staff but to no avail. Mayor Rafferty noted that there is another community meeting on the <br /> 32 subject of Birch Street Improvement Project coming up on January 28;he acknowledges that the <br /> 33 engineering is going to be a challenge. Mr.Nelson read information suggesting that roundabouts <br /> 34 aren't a good fit for the street. He is asking that the City look into this matter and get some response <br /> 35 from the engineers for the residents' concerns. <br /> 36 Larry Adams, 600 Marshan Lane, said he agrees that there is a problem on his street.
