Motion carried on a voice vote. <br /> 47 <br /> 48 ITEM ACTION <br /> 49 Consideration of Expenditures: <br /> 50 A) January 13, 2020 (Check No. 111521 through 111636) <br /> 51 in the Amount of$720,217.13 Approved <br /> 52 B) Consider Approval of December 23,2019 <br /> 53 Work Session Minutes Approved <br /> 54 C) Consider Approval of December 23, 2019 <br /> 55 Council Meeting Minutes Approved <br /> 56 D) Consider Approval of December 23, 2019 <br /> 57 Closed Council Minutes Approved <br /> 58 E) Consider Approval of Resolution No. 20-02, <br /> 59 Appointing Election Judges for the 2020 Municipal <br /> 60 Special Election(February 11,2020) Approved <br /> 61 FINANCE DEPARTMENT REPORT <br /> 62 There was no report from the Finance Safety Department. <br /> 63 ADMINISTRATION DEPARTMENT REPORT <br /> 64 3A) Consider Approval of Annual Appointments for 2020—Administrator Karlson noted that <br /> 65 the council makes certain designations and appointments each year,traditionally at the first council <br /> 66 meeting of the year. The council discussed and concurred upon certain appointments at the January <br /> 67 work session. Those appointments are before the Council for consideration of approval. <br /> 68 The council heard from Carter Johnson of the Quad Community Press. They are happy to have <br /> 69 great staff and he noted that the paper is provided to residents for free at request. There are also <br /> 70 mailed subscriptions available. He noted enhancements to the newspaper and its digital site during <br /> 71 the past year. Council Member Stoesz asked how people can show appreciation to the carriers and <br /> 72 Mr. Johnson suggested tips to the carriers are appropriate and can be passed through the newspaper <br /> 73 office. <br /> 74 Council Member Stoesz moved to approve the 2020 Annual Appointments as presented. Council <br /> 75 Member Ruhland seconded the motion. Motion carried on a voice vote. <br /> 76 3B) Consider Updated Employee Drug and Alcohol Policies—Human Resources Manager <br /> 77 Karissa Bartholomew read her written report. The City does have two separate policies—one for <br /> 78 commercial driver's license holders and one for other employees. The changes update the policies. <br /> 79 Council Member Lyden said he reviewed the policies looking for"the weakest link". He thinks the <br /> 80 MnDOT policy puts a lot of responsibility onto the supervisor. He wonders if staff is comfortable <br /> 2 <br />
