Ms.Bartholomew explained that the language is based <br /> 86 on state law but does give the employer some discretion. <br /> 87 Council Member Ruhland moved to approve the updated policies as presented. Motion carried on a voice vote. <br /> 89 PUBLIC SAFETY DEPARTMENT REPORT <br /> 90 4A) Consider Acceptance of Police and Fire Plaques—Public Safety Director Swenson <br /> 91 explained that the plaques pictured in the staff report have been presented to the department as a <br /> 92 donation. Staff requests authorization to accept the donation. <br /> 93 Mayor Rafferty offered thanks for the donation. <br /> 94 Council Member Lyden moved to accept the donation as recommended. Motion carried on a voice vote. <br /> 96 PUBLIC SERVICES DEPARTMENT REPORT <br /> 97 There was no report from the Public Services Department. <br /> 98 <br /> 99 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br /> 100 6A) Consider Resolution 19-183,Accepting Quotes, and Awarding a Construction Contract, <br /> 101 Irrigation Controller Upgrades Project—City Engineer Hankee reviewed her written report. <br /> 102 Historically the City received a grant from the Rice Creek Watershed District that would support the <br /> 103 installation of irrigation controllers on City properties. The controllers would work to save substantial <br /> 104 water. At this time staff is requesting authorization to accept a quote for the installation and to award a <br /> 105 contract for such. <br /> 106 Council Member Ruhland remarked that this appears to be a good plan with pay back for the City costs <br /> 107 over just 2.3 years. He asked if the City is able to direct City wells to do just irrigation. Ms.Hankee <br /> 108 said that is not possible because water from all wells is blended. <br /> 109 Council Member Ruhland moved to approve Resolution No. 19-183 as presented. He overviewed the <br /> 113 wetland bank laws that allow establishment of wetland banks,noting two banks that have been <br /> 114 established within the City. He explained the sale proposed and how proceeds would be utilized. <br /> 115 Council Member Lyden moved to approve Resolution No. 19-181 as presented. Council Member <br /> 116 Ruhland the motion.
