Administrator Karlson remarked that for an individual taking on more <br /> 255 responsibility, the increase is generally in the range of ten percent. <br /> 256 <br /> 257 Councilmember Stoesz asked if a base plus bonus option would be appropriate , with the <br /> 258 bonus tied to metrics . Ms . Bartholomew said she hasn ' t heard of a city administrator <br /> 259 salary bonus system . Administrator Karlson explained that you cannot offer a bonus in a <br /> 260 public employee system ; you can offer merit pay but it ' s very unusual and would <br /> 261 normally be a lump sum in a performance program . <br /> 262 <br /> 263 Councilmember Lyden asked for a recommendation from Ms . Bartholomew for an <br /> 264 appropriate salary for the administrator position ; she responded that she concurs with Mr. <br /> 265 Karlson that the ten percent range is appropriate . <br /> 266 <br /> 267 Mayor Rafferty said the discussion has been valuable and questions have been asked . At <br /> 268 this point, he ' d like to stop negotiating and move to thought process and eventually come <br /> 269 back to it . When asked about a delay, Ms . Cotton noted her concern about the need to <br /> 270 either seek a finance officer or start a reorganization . Mayor Rafferty noted that he has <br /> 271 no interest in the first option so that is information that may assist in planning for the next <br /> 272 discussion . <br /> 273 6 . Ambulance Service — Public Safety Director Swenson explained that staff is <br /> 274 ready to bring a recommendation forward on this matter and the background is included <br /> 275 in the staff report . On June 1 , 2020 the current ambulance provider (North Memorial) <br /> 276 will no longer be providing services in this area. The ESAB has not rendered a decision <br /> 277 on the type of change the City faces but the City must move . Staff has found that there is <br /> 278 an ambulance service overlap which means the City can choose from two available <br /> 279 providers , M Health Fairview and Allina. Staff is recommending Allina services <br /> 280 effective June 1 . Allina Ambulance Service has a long history in the area and has <br /> 281 received positive comments from cities they serve throughout the county . Their dispatch <br /> 282 services will work well . The City has conversed with Allina on the matters of: 1 ) <br /> 283 training they will provide ; and 2) lease of space for an ambulance and crew out of Fire <br /> 284 Station No . 1 . There will be some positive redundancy in ambulance presence due to <br /> 285 their services in other areas of the county. He noted the lease fee proposed. <br /> 286 <br /> 287 Mayor Rafferty received information clarifying the current leasing situation with North <br /> 288 Memorial , allowing space for one ambulance and one crew at either Station No . 1 or <br /> 289 Station No . 2 . Allina is not interested in utilizing Station No . 1 as they have facilities in <br /> 290 Vadnais Heights . Mayor Rafferty asked to understand better the lease fee and Director <br /> 291 Swenson said the lease revenue the City would receive would decrease by around $ 500 <br /> 292 per month . Mayor Rafferty asked if the remodeling at Station No . 1 is completed and <br /> 293 Director Swenson said yes and explained what areas an ambulance crew would use . <br /> 294 <br /> 7 <br />
