CITY COUNCIL WORK SESSION <br /> APPROVED <br /> 338 approximate 5 % increase in the City ' s taxable value , resulting in a preliminary estimate <br /> 339 of a levy increase of $ 530 , 000 without raising the tax rate . She noted factors that will <br /> 340 have to be considered moving forward to budget consideration (i . e . past use of reserves , <br /> 341 inflationary increases , personnel changes) . This is an opportunity for the council to <br /> 342 inform staff of any priorities and strategies for the coming year ' s budget, noting that a <br /> 343 previously planned strategy session was cancelled due to the current emergency . <br /> 344 The council discussed briefly the general fund reserve and one time funds that were <br /> 345 utilized for the 2020 budget. <br /> 346 <br /> .1 The council concurred that they would plan to have a special session on July 27th <br /> 348 following the regular council meeting. <br /> 349 10 . 2021 — 2024 Five-Year Street Reconstruction Plan — Community Development <br /> 350 Director Grochala reviewed the three elements of the City ' s pavement management plan <br /> 351 - preventive management (funded through the City ' s annual budget) , preservation and <br /> 352 rehabilitation (annual overlay projects) and street reconstruction (bigger projects — full <br /> 353 reconstruction, funded through bonding) . He is addressing that third element. He <br /> 354 explained that the City normally undertakes a project every three years (next one being in <br /> 355 2021 ) . In order to use street reconstruction bonds for these projects , plans must be made <br /> 356 ahead that allows for required process . A public hearing would be required by July 1 of <br /> 357 this year . He noted a plan currently under consideration for 2021 and 2024 (2024 would <br /> 358 be revisited) . The recommendations are based on pavement ratings and specifically on <br /> 359 streets that are found on the low end of the rating scale . He added that the streets <br /> 360 presented may not be possible to accomplish in the two projects but that will be decided <br /> 361 as costs become clearer . He is requesting authorization to proceed with the staff work <br /> 362 necessary to bring additional information forward in June . <br /> 363 Mayor Reinert asked staff, what is the root of the concern that everything can ' t be done <br /> 364 and Mr. Grochala explained that it comes down to funds and, with that in mind, he will <br /> 365 be working with the City Engineer to make sure costs presented to the public for each <br /> 366 project are as accurate as possible . The mayor asked that the council receive a map <br /> 367 indicating the location of all proposed projects . <br /> 368 <br /> 369 Councilmember Lyden asked about the streets where sewer doesn ' t exist; is staff <br /> 370 considering the possibility that those streets could be dug up in the future ? Community <br /> 371 Development Director Grochala said that sewer is considered within each project as <br /> 372 information becomes available . <br /> 373 Councilmember Ruhland asked how assessments are handled. Mr. Grochala noted that <br /> 374 the cost of street construction is not assessed ; sewer and water is assessed and can be <br /> 375 spread over a fifteen year period. <br /> 376 Councilmember Stoesz asked if home value increase with street reconstruction and Mr . <br /> 377 Grochala suggested it is difficult to pinpoint but is possibly in the $ 3 , 000 to $ 5 , 000 range . <br /> 9 <br />
