COUNCIL MINUTES <br /> APPROVED <br /> 38 accept the proposal of Isaac Sports Group who could begin the review within a few days . He noted <br /> 39 the cost of the work and that it would be payable from the City' s contingency fund. <br /> i <br /> 40 Mayor Rafferty noted that he sat in on a conference call with staff and this firm . He found them to <br /> 41 be very organized and specific. <br /> 42 Councilmember Stoesz asked if data received through this study will remain pertinent for a good <br /> 43 amount of time and Mr. Grochala suggested that it should but added that anytime you're dealing with <br /> 44 market conditions, there could be a need for updates in the future. <br /> j 45 Councilmember Cavegn asked if the study will take into consideration other exercise facilities in the <br /> 46 area. Mr. Grochala said that part of the background for the study will include taking into account <br /> 47 other facilities. <br /> 48 Councilmember Ruhland asked if the outcome is directed to be specific such as for a community <br /> 49 center model. Mr. Grochala said he expects the facility would still be run as a recreation aquatic <br /> 50 center; a question may be if the City wants to bring in different use elements that are managed <br /> 51 separately. Councilmember Ruhland asked if there is a timeline that relates to the shifting sands of <br /> 52 being in a pandemic; Mr. Grochala said he believes they basically must see a study through. <br /> 53 Councilmember Lyden asked if they will look at continuing viability and also with viability in mind <br /> 54 will they look at making this facility the one of choice. He also asked if extra cost (expenses) could <br /> 55 become an issue and Mr. Grochala remarked that staff has worked to identify he scope of what will <br /> 56 be needed. Mr. Grochala explained that an expectation is that the feasibility study should <br /> 57 recommend what will be viable going forward. Councilmember Lyden asked if there will be <br /> 58 consideration of expansion and Mr. Grochala said yes and he expects that. <br /> 59 Mayor Rafferty remarked that the consultant fees noted are pretty standard in the field. Having been <br /> 60 involved in discussions, he' s had the chance to see a comparison with the facility and something like <br /> 61 the Shoreview center. A comparison of user fees with that facility shows a great difference in cost <br /> 62 from something like the YMCA and is indicative of the investment of city funds and time in a facility <br /> 63 like Shoreview. The mayor said he supports moving on this study; he ' s ready to get the infonnation <br /> 64 and is confident this group can do the job. <br /> 65 Councilmember Ruhland moved to approve Resolution No. 20- 146 as presented. Councilmember <br /> 66 Lyden seconded the motion.
