EDA MINUTES DRAFT 1 DATE : January 23, 2023 1 TIME STARTED : 6:42 p.m. 2 TIME ENDED : 6:46 p.m. 3 MEMBERS PRESENT : EDA Members Rafferty, Stoesz, 4 Cavegn, Lyden 5 MEMBERS ABSENT : EDA Member Ruhland 6 OTHERS PRESENT : Community Development Director 7 Michael Grochala; City Administrator 8 Sarah Cotton. 9 10 The meeting was called to order at 6:42 p.m. by EDA Vice President Cavegn. 11 12 CONSIDERATION OF THE MINUTES OF DECEMBER 12, 2022 13 14 Economic Development Authority (EDA) Member Rafferty moved to approve the 15 minutes of December 12, 2022, as presented. EDA Member Stoesz seconded the motion. 16 Motion carried on a voice vote. 17 18 ACTION ITEM 19 20 3A) Consideration of 2023 Annual Appointments - Community Development 21 Director Grochala summarized the written report and stated each year the EDA is 22 required to make appointments for 2023. 23 24 EDA Member Lyden moved to approve the EDA 2023 Annual Appointments. EDA 25 Member Rafferty seconded the motion. Motion carried on a voice vote. 26 27 3B) 2022 Annual Report - Community Development Director Grochala summarized 28 the written report stating in 2022 the EDA approved a purchase agreement with Silver 29 Creek Equities for the sale of 6.27 acres in the Legacy at Woods Edge Development. The 30 EDA also approved the Tax Increment Financing plan for District 1-14, Clearwater Creek 31 Business Park. He shared information about building permit valuation, which is the 32 highest on record for the City. 33 34 EDA Member Rafferty moved to approve the EDA 2022 Annual Report. EDA Member 35 Stoesz seconded the motion. Motion carried on a voice vote. 36 37 EDA Member Rafferty moved to adjourn the EDA meeting. EDA Member Lyden 38 seconded the motion.
