COUNCIL MINUTES <br />LINO LAKES CITY COUNCIL <br />WORK SESSION <br />MINUTES <br /> <br />DATE : May 8, 2023 <br />TIME STARTED : 6:13 PM <br />TIME ENDED : 6:18 PM <br />MEMBERS PRESENT : Councilmembers Stoesz, Lyden, Ruhland, <br />Cavegn, Mayor Rafferty <br />Staff members present: City Administrator Sarah Cotton; Community Development Director <br />Michael Grochala; Director of Public Safety John Swenson; Human Resources Director Meg <br />Sawyer; City Clerk Jolleen Chaika. <br /> <br /> <br />1. Review Regular Agenda <br /> <br />Items 3A-3B: Human Resources Manager Meg Sawyer briefly reviewed her forthcoming hiring <br />recommendations for paid on-call firefighter Michael Carlson and Community Service Officer. <br />Council provided positive feedback for the prospective hires. <br /> <br />Item 4A: Public Safety Director John Swenson reviewed his recommendation to approve a <br />resolution to allow for the use of golf carts on Blanchard Boulevard, consistent with the <br />discussion with Council at the May 1, 2023 Work Session. <br /> <br />Councilmember Lyden inquired if additional lights or strobe lighting would be beneficial on the <br />golf carts; Director Swanson said he did not believe that to be necessary as the understand is that <br />the golf carts will be primarily operated during daytime hours. <br /> <br />Councilmember Stoesz asked of the costs of signage, whether those expenses would be borne by <br />Lynblomsten or by the city. Director Swenson advised that a discussion of sign costs has not <br />occurred, though the expectation will be that any signage be consistent with existing signage in <br />the city. He also said that he expects only approximately two (2) signs so the costs will not be <br />significant. <br /> <br />Item 6B: community Development Director Michael Grochala advised that before Council <br />tonight is the agreement discussed at the May 1, 2023 Council Work Session regarding the <br />Prosepctus for the Wetland Bank. He noted total cost in full is approximately $76,000; however <br />the agreement to be presented tonight isolates some of the items to start with upfront. Therefore, <br />the proposal for Council’s consideration contemplates Phase 1 of the Prospectus at <br />approximately $33,000. <br /> <br />The Council Work Session ended at 6:18 PM. <br /> <br /> <br /> <br />
