<br />WS – Item #1 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 1 <br /> <br /> <br />Date: May 22, 2023 <br /> <br />To: City Council <br /> <br />From: Katie Larsen <br /> <br />Re: Text Amendment-Backyard Chickens <br /> <br /> <br />Background <br /> <br />At the May 10, 2023 Planning & Zoning Board meeting, the Board discussed amending <br />the zoning ordinance to allow for backyard chickens in residential zoning districts (e.g. <br />R-1, R-1X, R-2, etc.). With support from 6 of the 7 Board members, the Board requested <br />staff to proceed with a text amendment. <br /> <br />The current City zoning ordinance allows for farm animals such as chickens on rurally <br />zoned properties (R, Rural or R-X, Rural Executive). There are over 8,000 acres of <br />rurally zoned property in the City that allows for farm animals. Attached is the City’s <br />zoning map. <br /> <br />Also attached is a summary prepared by P&Z Board Member Isaac Wipperfurth of <br />neighboring community ordinances regarding backyard chickens. <br /> <br />Requested Council Direction <br /> <br />Staff is asking for Council direction before spending time drafting a text amendment. <br />Does the Council generally support allowing backyard chickens in residential zoning <br />districts? If yes, staff will draft a text amendment for public hearing and presentation to <br />the Planning & Zoning Board and City Council. <br /> <br />Attachments <br /> <br />1. Zoning Map <br />2.
