COUNCIL MINUTES December 14 , 2015 <br /> APPROVED <br /> 175 Dan Dobson , 299 Baldwin Circle, said he feels that the council is attempting to add language to the <br /> 176 code that would undermine future attempts to have a joint powers agreement for certain services and <br /> 177 it is not what the voters have called for. <br /> 178 <br /> 179 Mayor Reinert explained that, in the case of the joint powers agreement for fire services , the city was <br /> 180 paying seventy percent of the bill but had only thirty percent of the governance . As a result some <br /> 181 issues arose and the city has now worked away from that agreement . There is a new fire department <br /> 182 in place that will ensure the future protection and services to the residents . <br /> 183 <br /> 184 There being no one else wishing to speak, the public hearing was closed . <br /> 185 <br /> 186 Council Member Kusterman remarked that the ordinance is appropriate in his view and makes it clear <br /> 187 that a partnership should have equal powers and that is in the best interest of the citizens . <br /> 188 <br /> 189 Council Member Roeser moved to approve the I " Reading of Ordinance No . 14- 15 as presented. <br /> 190 Council Member Kusterman seconded the motion . Motion carried on a voice vote. <br /> 191 <br /> 192 PUBLIC SAFETY DEPARTMENT REPORT <br /> 193 <br /> 194 4A) Consider Converting Seized Property to City Property. Public Safety Director Swenson <br /> 195 reviewed his written staff report, noting that converting seized property is allowed by city ordinance . <br /> 196 <br /> 197 Council Member Rafferty moved to approve the recommendation to convert certain seized property to <br /> 198 city property. Council Member Stoesz seconded the motion . Motion carried on a voice vote. <br /> 199 <br /> 200 413) Consider Authorizing a Lease with North Memorial Ambulance Service for Use of Lino <br /> 201 Lakes Fire Station # 1 and #2 - Public Safety Director Swenson explained that the lease would <br /> 202 provide access to an ambulance and its crew to one of the city ' s fire stations at all times . The <br /> 203 ambulance service provider rotates the ambulance based on service needs . There is lease revenue to <br /> 204 be received by the city. The mayor noted that ambulance services at the new station was a goal so <br /> 205 having this lease in place is good. <br /> 206 <br /> 207 Council Member Kusterman moved to authorize execution of the lease as recommended. Council <br /> 208 Member Roeser seconded the motion . Motion carried on a voice vote . <br /> 209 <br /> 210 4C) Consider Authorizing the Public Safety Department to contract with North Memorial <br /> 211 Ambulance for Medical Director — Public Safety Director Swenson explained that the public safety <br /> 212 department is now a medical response provider and must establish a relationship with a medical <br /> 213 provider. This contract would formalize a relationship with North Memorial . There is no cost to the <br /> 214 city. <br /> 215 <br /> 216 Council Member Kusterman moved to authorize the contract as recommended . Council Member <br /> 217 Roeser seconded the motion .
