<br />WORK SESSION STAFF REPORT <br />Work Session Item No. 3 <br /> <br /> <br />Date: June 5, 2023 <br /> <br />To: City Council <br /> <br />From: Michael Grochala, Community Development Director <br /> <br />Re: 2024 Capital Budget Request <br /> <br />Background <br /> <br />Every two years the State of Minnesota provides an opportunity for local communities to <br />submit funding requests for possible inclusion in the Governor’s Capital Budget. These <br />projects are typically considered in even numbered years as part of the State’s bonding <br />bill. <br /> <br />Governor Walz’s capital budget will continue to focus resources on the most critical <br />projects and strategic investments with particular focus on projects that: <br /> <br />• Address life and safety issues <br />• Preserve existing infrastructure and repair existing facilities before starting new <br />projects <br />• Provide at least a 50% local match <br />• Are proposed following community engagement <br />• Have a local resolution of support from the governing body <br />• Aid in making Minnesota the best state in the country for kids to grow up <br />• Integrate climate preparedness and/or clean energy <br />• Address and undo historical and systemic disparities and inequities, including <br />those based on race, gender, veterans’ status, geography, and economic status <br /> <br />Recent city park planning discussions identified the need for development of an <br />inclusionary playground within the City. With no existing facilities serving the area, <br />staff is of the opinion that this would be a strong project to submit. This could be <br />implemented as the next phase of the recreation complex at Tower Park or a standalone <br />facility on other city park land such as Country Lakes Park. <br /> <br />Requests are due to Minnesota Management and Budget (MMB) by June 16, 2023 and <br />require a letter of support from the City. We are estimating a development cost of $1.0 <br />to $1.5 million. The City would be responsible for a local match of 50%. Land is <br />considered part of the contribution. <br /> <br />If the City Council is interested staff will work with WSB and Associates to refine a <br />budget number for inclusion in the application. <br />
