2 <br /> <br />• October 14, 2019: Resolution No. 19-131 approving Amendment #3 to Architectural <br />Design Standards <br /> <br />At the November 7, 2022 Council Work Session, a PUD Concept Plan to amend the Watermark <br />Land Use Plan was presented to the Council. The amendment proposed converting some of the <br />villas lots to townhomes and introduced a 45ft wide lot housing product. The applicant, U.S. <br />Homes, LLC has not submitted a land use application formally requesting to make these changes <br />and those changes are not part of the 6th Addition. <br /> <br />This staff report is based on the following information: <br /> <br />• Cost Estimate Summary prepared by Carlson McCain dated December 16, 2022 <br />• 6th Addition Specification Book prepared by Carlson McCain dated December 9, 2022 <br />• Watermark 6th Addition Final Plat prepared by Carlson McCain <br />• Watermark 6th Addition Sanitary Sewer, Water Main, Storm Sewer and Street Construction <br />Plans prepared by Carlson McCain dated December 9, 2022 <br />• Watermark 6th Addition Site Landscape Plan prepared by Carlson McCain dated December <br />9, 2022 <br />• Watermark Grading, Development & Erosion Control Plan prepared by Carlson McCain <br />revision date December 14, 2022 <br />• Watermark 6th Addition Home Plans Booklet prepared by Lennar dated May 2, 2023 <br />• Watermark Architectural Standards Matrix <br /> <br />ANALYSIS <br /> <br />PUD Development Stage Plan/Preliminary Plat <br /> <br />The PUD Development Stage Plan approved by Resolution No. 16-51 establishes Watermark’s <br />overall land use plan, street and utility layout, parks and open space plan, architectural design <br />standards, landscaping and lot development standards. These standards are summarized in the <br />PUD Master Plan Booklet and are incorporated as part of the Master Development Agreement. <br />Each phase (i.e. addition) of development shall submit a PUD Final Plan consistent with the <br />PUD Development Stage Plan. <br /> <br />In October 2017, Council approved an amendment to the PUD Development Stage Plan’s overall <br />Land Use Plan. The Land Use Plan established 871 housing units. As the applicant has worked <br />through final plan design to address City and RCWD comments from the preliminary plat, the <br />number of 55’ wide villas was reduced from 127 units to 120 units. The net number of housing <br />units is now 864. <br /> <br />The net density is 3.39 units per acre and is consistent with the 2030 Comprehensive Plan’s <br />required 3.0 to 4.5 units per acre. <br /> <br /> <br />
