8 <br />The day care facility will be municipally served by a 21” sanitary sewer main and a 12” <br />watermain located along Apollo Drive. <br />The subject site is located in Utility Staging Area 1A (2018-2025) and Sanitary District 2 <br />(Sub-District 2B). Flow from this area is collected southward to MCES Meter M211 and <br />Gravity Interceptor 8361 along North Road which passes southwest through Circle Pines. <br />Tree Preservation and Mitigation Standards <br />The Environmental Coordinator and Environment Board reviewed the tree preservation <br />and landscaping requirements. The following comments are from the updated April 26, <br />2023 Environmental Board staff report. Additional comments are provided in the <br />attached May 1, 2023 June 1, 2023 memo. <br />A tree survey was performed that identified: <br />The majority of the trees planned for removal are in the Basic Use Area, not in <br />Environmentally Sensitive Areas, and will not require mitigation trees. <br />Several trees marked for saving are invasive. Siberian elms that should be removed. <br />Mitigation trees will not be required for these removals. <br />Updates required to the tree survey and preservation plan will be included in the <br />recommendations. <br />There will be 7 mitigation trees required. The 4 existing trees that will be preserved <br />provide 12 trees worth of credit. These 4 trees to preserve will require tree protection <br />zones to be installed in accordance with the City Tree Protection Fence Detail. <br />No additional mitigation trees will be required. <br />Tree Preservation and Mitigation Standards have been met. <br />The applicant’s updated tree survey indicates 47 mitigation trees will be required. The <br />Basic Use Area should include 20 feet outside of the fence on the east building perimeter <br />as well. This reduces the total number of mitigation trees required to 34. <br />Of the 10 trees that are categorized as “Saved”, 8 are invasive species (Siberian elm) and <br />2 are not on the current project site. These trees will not provide existing tree credit. <br />32 trees planted in open space around buildings and ponds will also qualify as mitigation <br />trees. There an additional 2 mitigation trees required to meet the standard. <br />Tree preservation and mitigation standards have not been met. <br />Total Trees 133 141 <br />Total Trees Removed 117 131 <br />Total Trees Saved 16 10
