10 <br />Provided 14 46 <br />The foundation landscape requirements have been met. <br />Four shrubs at the northeast building corner near Play Area C should be removed to <br />prevent conflicts with Fire Department Connection at building. <br />Sod and Ground Cover Standards <br />All areas not otherwise improved in accordance with the approved site plans shall have a <br />minimum depth of 4 inches of topsoil and be sodded including boulevard areas. Seed <br />may be provided in lieu of sod in certain cases, including when the area is adjacent to <br />natural areas or wetlands. <br />The Turf Establishment Plan calls for Mn DOT 32-261 for the infiltration basins and Mn <br />DOT 25-131, a low-maintenance, salt, shade, and drought tolerant mix for the rest of the <br />turf on site. Mn DOT 32-261 should be changed to Mn DOT 33-261. <br />Six (6) inches of topsoil are planned for all turf establishment areas. <br />Category 3 erosion control blanket is noted for the areas with steeper slopes on the east <br />portion of the site. This should be updated to reflect the 2020 Mn DOT specifications to <br />ensure that there is no confusion. The City requires natural net erosion blanket. <br />Requested changes to the plan have been made. <br />Sod and ground cover standards have been met. <br />Signage <br />A separate Sign Permit Application with detailed sign information is required for any <br />permanent or temporary signage. <br />Impervious Surface Coverage <br />The allowed maximum impervious surface coverage per lot in the GB, General Business <br />District is 75%. Per Sheet C2.1, Site Plan, Lot 1 has 52% impervious surface and is <br />compliant. <br />Traffic Study <br />In August 2020, Anoka County Highway Department completed a CSAH 23 Preliminary <br />Traffic Analysis from Lexington Avenue to Main Street. The analysis included the <br />intersection of CSAH 23 and Apollo Drive. The intersection currently operates at a Level <br />of Service (LOS) D and is expected to operate the same in 2040. Per the applicant’s <br />narrative, the daycare typically has 150 cars in the morning and 150 cars in the afternoon <br />during pick up and drop off. Drop off/Pick Up occurs typically from 7-8:30AM and 4- <br />6PM.
