8 <br /> <br />The purpose of these standards is to soften and enhance building architecture, define <br />access points, add color and seasonal interest, and to blend buildings in with the natural <br />environment. These standards apply to building fronts and sides facing public or private <br />streets. <br /> <br />2 large trees and 6 large shrubs are required per 100 linear feet of building. These plants <br />should be within 30 feet of the building. <br /> <br />The following substitutions are allowable: <br />1 large tree = 1.5 medium or 2 small trees <br />1 large shrub = 1.5 medium or 3 small shrubs <br /> <br />Typically, the foundation plant materials must be planted within 30 feet of the building <br />face where the requirement applies. The applicable building faces are the west, north, <br />and south. The ordinance does allow for flexible planting locations where service areas <br />or other constraints make the standards difficult to meet. In this case, due to the layout of <br />the play areas, it is reasonable to allow the plantings to be outside of the applicable <br />building face, though the building faces associated with the play area still must be <br />counted in the linear feet of foundation. <br /> <br />Staff estimated 340 linear feet of foundation that the standard will apply to. 10 large <br />trees and 30 large shrubs will be required. <br /> Large Trees Large Shrubs (or equivalents) <br />Required 7 20 <br />Provided 14 46 <br /> <br /> <br />The foundation landscape requirements have been met. <br /> <br />Four shrubs at the northeast building corner near Play Area C should be removed to <br />prevent conflicts with Fire Department Connection at building. <br /> <br />See comment letter for location details. <br /> <br /> <br />Sod and Ground Cover Standards <br /> <br />All areas not otherwise improved in accordance with the approved site plans shall have a <br />minimum depth of 4 inches of topsoil and be sodded including boulevard areas. Seed <br />may be provided in lieu of sod in certain cases, including when the area is adjacent to <br />natural areas or wetlands. <br /> <br />The Turf Establishment Plan calls for Mn DOT 32-261 for the infiltration basins and Mn <br />DOT 25-131, a low-maintenance, salt, shade, and drought tolerant mix for the rest of the <br />turf on site. Mn DOT 32-261 should be changed to Mn DOT 33-261. <br />
