Consider Resolution No. 23-68, Approving Joint Powers Agreement with City <br /> of Columbus, Scannell Properties AUAR <br /> Community Development Director Michael Grochala presented for Council consideration <br /> and approval a Joint Powers Agreement with the City of Columbus related to developer <br /> Scannell Properties, a national development company. He noted the developer is <br /> considering the possible development of approximately 325 acres located in both Lino <br /> Lakes and the City of Columbus. The project could include up to 3.5 million square feet <br /> of industrial development. The development of the industrial park requires environmental <br /> review under state law. While the location is covered, in part, by the City's I-35E <br /> Corridor Alternative Urban Area-wide Review("AUAR") document, Scannell has <br /> chosen to prepare an AUAR specific to their site. Director Grochala stated that it is <br /> anticipated that Lino Lakes will act as the Responsible Governmental Unit ("RGU") for <br /> the AUAR. <br /> The JPA establishes the process for joint review of the AUAR and responsibilities of <br /> each City. Further, each City will be responsible for their individual review costs, which <br /> shall be collected from the developer. Both Cities will participate in a pro-rata share of <br /> review costs for the required five-year updates, again borne by the developer. <br />
