CITY COUNCIL <br /> AGENDA ITEM 3A <br /> STAFF ORIGINATOR: Sarah Cotton, City Administrator <br /> MEETING DATE: July 24, 2023 <br /> TOPIC: Joint Powers Agreement with Anoka County for Assessment <br /> Services <br /> VOTE REQUIRED: 3/5 <br /> INTRODUCTION <br /> The City Council is being asked to consider a resolution approving a Joint Powers Agreement <br /> between the City of Lino and Lakes and Anoka County for assessment services. <br /> BACKGROUND <br /> The current five-year agreement for years 2019-2023 was adopted in 2017. Prior to the Council <br /> approving this agreement, staff was directed to look at other options for property assessments, <br /> including hiring a full-time assessor. Based on the Minnesota Local Government Salary & <br /> Benefits Survey updated annually by the League of Minnesota Cities, the annual cost of having <br /> an in-house assessor exceeds what the County can offer us. <br /> The JPA details a parcel rate for each type of property for 2024 assessment services as follows: <br /> • $10.40 for each improved parcel of residential, seasonal recreational residential and <br /> agricultural type property; <br /> • $4.60 for each unimproved parcel of residential, seasonable recreational residential and <br /> agricultural type property; <br /> • $62.00 for each improved and unimproved parcel of commercial, industrial and public <br /> utility type of property; <br /> • $62.00 for each improved and unimproved parcel of apartment and mobile home park <br /> type property; and <br /> • $4.60 for each improved and unimproved parcel of parcel of exempt property. <br /> It should be noted that the cost of each type of parcel will be increased in years 2025-2028 <br /> according to the County Assessor's increase in operating costs, cost of living and merit <br /> adjustments established by the County Board. <br /> Both parties have the right to terminate the agreement by providing notice as outlined in the JPA. <br /> For comparison purposes only, the 2023 invoice for assessment services from Anoka County <br /> totals $97,030. The 2023 Budget includes $100,000 in resources for assessment services. <br /> RECOMMENDATION <br />
