<br />LINO LAKES CITY COUNCIL <br />REGULAR MEETING <br />MINUTES <br /> <br /> <br />DATE: July 10, 2023 <br />TIME STARTED: 6:30 PM <br />TIME ENDED: 7:01 PM <br />MEMBERS PRESENT: Councilmembers Stoesz, Lyden, Ruhland, <br />Mayor Rafferty <br />MEMBERS ABSENT: Councilmember Cavegn <br />Staff members present: City Administrator Sarah Cotton; Human Resources Director Meg <br />Sawyer; Community Development Director Michael Grochala; Director of Public Safety John <br />Swenson; City Planner Katie Larsen; City Clerk Jolleen Chaika. <br /> <br />PUBLIC COMMENT <br />Public Comment was opened at 6:31 PM. <br /> <br />Mr. Christopher Stowe, 426 Pine Street, addressed Council with a follow-up from his public <br />comments in June. He said that he had emailed (Community Development Director) Mike <br />(Grochala) with his questions about his property concerns last month and that he has asked <br />questions about the initial letter he received (from the City Attorney) but that he is not receiving <br />answers to his questions. Mr. Stowe expressed continued concerns about the Conditional Use <br />Permit (CUP) attached to his property and of the animal usage chart. He mentioned history of the <br />arena on his property as well as concerns with the 4H club that operates down the street. Mayor <br />Rafferty asked Mr. Stowe to continue to work with Director Grochala. <br />Ms. Ruth Castle, Ham Lake. Ms. Castle informed Council of her concerns with the privacy <br />policy and information related to use of biometric data that she encountered as she was preparing <br />to apply for a job with the City of Lino Lakes. She said that the Article Six of the Bill of Rights <br />protects individuals from excessive violations of our privacy. She asked that Council vote to <br />restrict use of biometric information for employees of Lino Lakes as she believes it to be <br />unconstitutional. Mayor Rafferty asked Ms. Castle to further discuss this issue with Meg <br />Sawyer, Human Resources and Communications Manager. <br /> <br />No further public comment was received. <br /> <br />1.
