6 <br />Norway Lane, <br />Osakis Street 60 feet 32 feet <br />Victoria Circle 60 feet 30 feet <br />Rainy Lane 66 feet 36 feet <br />Northbound and southbound right turn lanes on CSAH 54 (20th Avenue N) at Rainy Lane are <br />shown on the turning lane construction plans. Anoka County Highway Department is also <br />requiring a southbound left turn lane. Plans shall be revised accordingly. <br />Watermain, sanitary sewer main, stormwater facilities, streets, sidewalks and trails are being <br />constructed consistent with the PUD Development Stage Plan. <br />The north 150 acres of the Watermark development is located in Utility Staging Area 1B (2025- <br />2030). A portion of Watermark 5th Addition and 6th Addition is within this utility staging area. <br />The City Council shall pass a resolution to allow the development to occur early in a 10-year <br />staging area. <br />Public Land Dedication and Fees <br />As approved with Resolution No. 16-51, the City will require the following combination of land <br />dedication and cash in lieu of land dedications: <br />1. Land dedication for the public and private parks will be credited from the total payment <br />in lieu. <br />2. Costs for public park improvements and trail construction will be credited from the total <br />payment in lieu. <br />3. Improvements to the private parks and recreational center will not be credited from the <br />total payment in lieu. <br />An 8.5 ft wide bituminous trail approximately 1,250lf in length will be constructed in the road <br />right-of-way along 20th Avenue, Rainy Lane and into Outlot B. A Permanent Trail Easement <br />over the trail section on Outlot B is required. The easement and exhibit shall be drafted and <br />recorded after the trail has been constructed to ensure the trail is within the easement. Trail <br />construction costs will be credited. No land is being dedicated in the 6th Addition. <br />The following is a summary of the public land dedication and fees: <br />Watermark 6th Addition <br />Total # Units = 48 <br />x Park Dedication Fee $3,300
