10 <br />Category 3 erosion control blanket is noted for the areas with steeper slopes on the east <br />portion of the site. This should be updated to reflect the 2020 Mn DOT specifications to <br />ensure that there is no confusion. The City requires natural net erosion blanket. <br /> <br />Sod and ground cover standards have been met. <br /> <br />Signage <br /> <br />A separate Sign Permit Application with detailed sign information is required for any <br />permanent or temporary signage. <br /> <br />Impervious Surface Coverage <br /> <br />The allowed maximum impervious surface coverage per lot in the GB, General Business <br />District is 75%. Per Sheet C2.1, Site Plan, Lot 1 has 52% impervious surface and is <br />compliant. <br /> <br />Traffic Study <br /> <br />In August 2020, Anoka County Highway Department completed a CSAH 23 Preliminary <br />Traffic Analysis from Lexington Avenue to Main Street. The analysis included the <br />intersection of CSAH 23 and Apollo Drive. The intersection currently operates at a Level <br />of Service (LOS) D and is expected to operate the same in 2040. Per the applicant’s <br />narrative, the daycare typically has 150 cars in the morning and 150 cars in the afternoon <br />during pick up and drop off. Drop off/Pick Up occurs typically from 7-8:30AM and 4- <br />6PM. <br /> <br />CSAH 12 (Apollo Drive) is an A-Minor Expander County road. Lilac Street west of the <br />site is a Major Collector road. Lilac Street south of the development is a local road. The <br />exiting road system can accommodate the traffic generated by the daycare. <br /> <br />Staff Comments: <br /> <br />1. The applicant shall provided a Level of Service analysis of the Apollo Drive <br />(CSAH 12) and Lilac Street intersection with the final plat submittals. The <br />analysis should shall included existing and proposed conditions. Per the Traffic <br />Impact Analysis, all movements, approaches, and intersections for the 2024 No <br />Build and 2024 Build conditions operate at a LOS A or LOS B. As such, the <br />proposed development adheres to the City of Lino Lakes current performance <br />standards and traffic operations mitigation and/or improvements to the existing <br />roadway network will not be required. The City Engineer has requested additional <br />information. See attached July 28, 2023 memo. <br />2. The applicant shall be responsible for any required road improvements resulting <br />from the Level of Service analysis. No road improvements are required.
