Review Regular Agenda <br />The Council Work Session commenced at 6:04 PM. Mayor Rafferty and Councilmembers <br />Stoesz, Ruhland, and Cavegn were present; Councilmember Lyden was absent. <br /> <br />Staff provided summaries of agenda items to Council and answered questions. <br />The Work Session concluded at 6:24 PM. <br />CITY COUNCIL MEETING, 6:30 P.M. <br /> Call to Order and Roll Call <br />The meeting was called to order at 6:31 PM. All members were present. <br /> Pledge of Allegiance <br /> Open Mike / Public Comment (in person or received in writing prior to meeting): <br />The public comment period is a time to allow members of the public to speak to Council on City <br />matters not on the agenda. Speakers are allowed four (4) minutes and speakers shall offer <br />comments that are courteous and respectful. Comments that are abusive, harassing, that <br />constitute an attack on others, including City staff, or that violate privacy rights, will not be <br />permitted. Violation of these public comment rules will result in the speaker being ruled out of <br />order and the termination of the comment. <br />Public Comment opened at 6:33 PM. Mr. Christopher Stowe appeared before Council to <br />again address frustrations about his property. <br />A. Motion to: Close Public Comment at 6:37 PM.
