CITY COUNCIL <br />AGENDA ITEM 6B <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br />MEETING DATE: August 14, 2023 <br />TOPIC: Consider Resolution 23-80, Authorize the Preparation of Plans <br />and Specs, Otter Lake Road Extension PH 2 <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />Staff is requesting Council authorization to prepare plans and specifications for the extension of <br />Otter Lake Road to connect with 24th Avenue. <br />BACKGROUND <br />The extension of Otter Lake Road, north of Main Street, is identified in the City’s 2040 <br />Comprehensive Plan, as an arterial roadway providing access to the City’s commercial and <br />industrial corridor along I-35E. Planning for the corridor has been underway since the late <br />2000’s. The City completed the Otter Lake Road Master Plan in December of 2022. The plan <br />identified a preferred alignment for the roadway connecting to 24th Avenue. <br />The project is proposed to include trunk sanitary sewer and water main, a regional stormwater <br />conveyance and ponding system, street, and pedestrian/bicycle improvements. The project limits <br />will extend from approximately 300’ north of Main Street to a to be determined merge point with <br />24th Avenue, generally north of Heritage Parkway in Hugo. Evaluation of the Main Street and <br />Otter Lake Road intersection will also be evaluated to necessary improvements as part of the <br />project. <br />WSB and Associates, City Engineer, has submitted a proposal to complete the plans and <br />specification in the amount of $468,258. The project scope includes two open houses, including <br />a virtual open house option, along with property owner meetings. A traffic study will be <br />completed as part of the preliminary design process. The project will also include the <br />preparation of a right-of-way plat identifying the land necessary for the road project. Survey, <br />wetland and geotechnical work would be completed by end of September. It is anticipated that <br />the city would be in a position to bid the project by spring of 2025. Staff will also be evaluating <br />a stormwater component for possible construction in 2024. <br />Funding for the plans is proposed form municipal state aid, trunk area and unit fund and surface <br />water management fund. Construction funding will be evaluated during the plan development.
