11 <br /> <br />Environmental Board <br /> <br />The Environmental Board reviewed the development proposal at their April 26, 2023 meeting <br />and noted some with minor revisions are needed. These are summarized in the attached May 1, <br />2023 Environmental Coordinator memo. <br /> <br />City Attorney <br />The City Attorney reviewed the status of title/property ownership related to the final plat and <br />notes mortgage consent will be required if there is a mortgage against the property. <br /> <br />Agreements <br /> <br />Stormwater Maintenance Agreement <br /> <br />The stormwater facilities will be privately maintained and a Declaration for Maintenance of <br />Stormwater Facilities will be required. <br /> <br />Development Agreement and Final Plat <br /> <br />The applicant shall has submitted a Land Use Application for final plat after preliminary plat <br />approval. A Development Agreement will then be prepared by the City as part of the final plat <br />application. <br /> <br />Site Improvement Performance Agreement <br /> <br />A Site Improvement Performance Agreement may be required for construction of the Lil’ <br />Explorer’s Childcare Center facility or securities may be included in the Development <br />Agreement. <br /> <br />Shared Driveway and Parking Access Agreement <br /> <br />A Shared Driveway and Parking Access Agreement and exhibit shall be recorded after final <br />plat approval detailing private maintenance responsibilities include the driveways, landscaped <br />parking lot medians, island landscaping, lighting, and other related appurtenances. <br /> <br />Comprehensive Plan <br /> <br />The preliminary and final plat are consistent with the Comprehensive Plan is regards to <br />resource management system, land use plan, housing plan, transportation plan and sanitary <br />sewer and water supply plan. <br /> <br />Findings of Fact <br /> <br />The Findings of Fact for Milestones Addition Final Plat are detailed in Resolution No. 23-86. <br /> <br />RECOMMENDATION <br /> <br />Staff recommends approval of the final plat.
