1 <br /> <br />ENVIRONMENTAL BOARD <br />AGENDA ITEM 7A <br /> <br /> <br />STAFF ORIGINATOR: Andy Nelson, Environmental Coordinator <br /> <br />MEETING DATE: August 30th, 2023 <br /> <br />REQUEST: Conditional Use Permit and Site Plan Review for <br />Open and Outdoor Storage at 2300 Main Street <br /> <br />APPLICANT: Steve Tomas <br /> Tomas Companies Inc./Glamos Wire, Inc. <br /> 2300 Main Street <br /> Lino Lakes, MN 55038 <br /> <br />OWNER: Same. <br /> <br /> <br /> <br /> <br />BACKGROUND <br /> <br />The applicant, Steve Tomas with Tomas Companies Inc./Glamos Wire, Inc. has <br />submitted a request for a Conditional Use Permit (CUP) and Site Plan Review for Open <br />and Outdoor Storage at 2300 Main Street. The proposed project will require an <br />amendment to an existing CUP for outdoor storage on the site that was approved by the <br />City Council on July 12, 2021 (Resolution 21-69). <br /> <br />The proposed plan includes construction of additional outdoor open storage space south <br />of an existing storage area south of the factory. Tree removals for the project are <br />associated with the proposed paved area and grading for a stormwater pond that will be <br />constructed to manage the additional runoff. There are plans for tree preservation and <br />landscaping to restore canopy and provide additional screening for the new storage area. <br /> <br />This staff report is based on a review of the following documents: <br /> <br />• Site Development Plans prepared by Bolton and Menk, dated 8-14-23. <br />• Applicant’s Narrative prepared by Bolton and Menk, dated 8-14-23. <br />• Certificate of Survey prepared by Bolton and Menk, dated 7-25-23. <br />• Wetland Delineation Report prepared by Bolton and Menk, dated 4-25-23. <br />• Notice of Decision 07-066, MN Wetland Conservation Act, Rice Creek <br />Watershed District, dated 7-2-07. <br />• Existing and Proposed Drainage Maps and Calculations prepared by Bolton and <br />Menk, dated 8/01/23.
