8 <br /> <br /> <br />Light fixtures are down lit and cutoff as required by city code. <br /> <br />Lighting appears to meet requirements. <br /> <br /> <br />RECOMMENDATIONS <br /> <br />Staff recommends that the Conditional Use Permit and Site Plan Review for 2300 Main <br />Street be forwarded to the Planning and Zoning Board and City Council with the <br />following comments: <br /> <br />1. The following emerald ash borer infested trees must be removed: <br />• 11 trees along Otter Lake Road east of the sidewalk. <br />• Trees 208-215 in the northeast corner of the property. <br />These trees have the potential to impact public safety and cause off-site property <br />damage. <br /> <br />All other ash trees on the site that have not been treated to prevent emerald ash <br />borer infestation should be removed as well. <br /> <br />2. Blanding’s turtle (Emydoidea blandingii) has been observed within a one-mile <br />radius of the site. The MN DNR flyer and factsheet on this turtle must be <br />provided to all contractors working on the site. Any sightings of this species <br />should be reported to City staff so that the turtles can be safely relocated. <br /> <br />3. A vegetation management plan will be required for the berm and any additional <br />exposed soil resulting from the unpermitted grading activities. This will include a <br />vegetation assessment that identifies the plant species currently present. <br />Depending on the results of the assessment, a plan to prepare the site for native <br />seeding may also be required. <br /> <br />4. Erosion blanket must be a natural net variety. A note stating this should be added <br />to the Sediment and Erosion Control Plan (Sheet C2.01), the Erosion Control <br />Blanket Detail (Sheet C4.01), and the BMP Quantity Summary (Sheet C2.02). <br /> <br />5. Additional shrubs will be required to cover 50% of the west perimeter fence that <br />faces Otter Lake Road. <br /> <br />6. The provided Tree Protection Detail must be replaced with the City Tree <br />Protection Fence Detail on Sheet L2.01. All trees planned for preservation will <br />require tree protection fence to be installed in accordance with this detail. Also, <br />the Tree Protection Zones (TPZs) must be shown on the Grading, Drainage, and <br />Erosion Control Plan (Sheet C3.01). The TPZs must be in place prior to issuance <br />of grading permit and will be reviewed by staff concurrently with inspection of <br />sediment and erosion control measures.
