CITY COUNCIL <br />AGENDA ITEM 6F <br />STAFF ORIGINATOR: Diane Hankee PE, City Engineer <br />MEETING DATE: August 28, 2023 <br />TOPIC: Authorizing a Feasibility Report, 2024 Street Reconstruction <br />Project and Feasibility Report for Municipal Sewer and Water <br />Extension <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />Staff is requesting City Council consideration to authorize the preparation of a Feasibility <br />Report for the 2024 Street Reconstruction Project and Municipal Sewer and Water Extension. <br />BACKGROUND <br />On June 26, 2023 the City Council adopted a five year Street Reconstruction Plan that <br />identified roadways that would be funded through Street Reconstruction Bonds. The 2024 <br />Street Reconstruction Project included the Pine Haven Area including 81st Street, Elbe Street, <br />Danube Street and the Red Maple Lane neighborhood. Diane Street and Evergreen Trail are <br />included as reclamation projects. There are no assessments proposed for street reconstruction <br />and associated stormwater management improvements. <br />As part of the street reconstruction project the City will evaluate the extension of municipal <br />water and sanitary sewer to the Pine Haven Area of 81st St, Elbe St., Danube St. and the Red <br />Maple Lane neighborhood. Both of these neighborhoods currently use onsite septic systems <br />and private wells. The City has received calls over the years inquiring about municipal service. <br />The procedure for assessing beneficial properties for municipal water and sanitary sewer is <br />governed by Minnesota State Chapter 429 and the City’s Charter. The first step is being <br />considered tonight. A Feasibility Report on Improvements including the project cost, <br />preliminary design and a proposed assessment roll. Concurrent to working on the Feasibility <br />Report the City will hold a public informational meeting to introduce the proposed project and <br />receive feedback. <br />WSB & Associates has submitted a proposal to complete the preliminary design, cost estimate, <br />and preliminary assessment roll for the feasibility report, and a topographic survey for 2024 <br />Street Reconstruction Project and Feasibility Report for Municipal Sewer and Water Extension <br />for a total not to exceed the amount of $59,842.00. <br />RECOMMENDATION
