CITY OF LINO LAKES <br />RESOLUTION NO. 23-89 <br />AUTHORIZING PREPARATION OF A FEASIBILITY REPORT FOR MUNICIPAL <br />SEWER AND WATER EXTENSION ASSOICATED WITH THE 2024 STREET <br />RECONSTRUCTION PROJECT <br />WHEREAS, pursuant to Resolution 23-58 the City Council approved a 5 year Street <br />Reconstruction Plan that would be funded through street reconstruction bonds, and <br />WHEREAS, The City is proposing to reconstruct the Pine Haven Area including 81st Street, <br />Elbe Street, Danube Street and the Red Maple Lane neighborhood, and <br />WHEREAS, the City Council finds it is in the best interest of the City to consider the extension <br />of sanitary sewer and water utilities within these neighborhoods at the time of reconstruction, <br />and to assess the benefited property for all or a portion of the cost of the utility extension, <br />pursuant to Minnesota Statutes, Chapter 429 and the City Charter, and <br />WHEREAS, the number of benefitted property owners is estimated at 59 and will be determined <br />as part of the report. <br />NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Lino Lakes: <br />That the City Council directs staff to prepare a feasibility report to include the number of <br />benefitted property owners and all necessary project costs in both unit price and in total for all <br />components of the project including, but not limited to, the extension of sanitary sewer and water <br />utilities. <br />BE IT FURTHER RESOLVED That the proposed improvement be referred to WSB and <br />Associates, Inc., for study and that they are instructed to report to the council with all convenient <br />speed advising the council in a preliminary way as to whether the proposed improvement is <br />necessary, cost-effective, and feasible; whether it should best be made as proposed or in connection <br />with some other improvement; the estimated cost of the improvement as recommended; and a <br />description of the methodology used to calculate individual assessments for affected parcels. <br />Adopted by the Council of the City of Lino Lakes this 28th day of August, 2023. <br />_______________________________ <br />Rob Rafferty, Mayor <br />ATTEST: <br />________________________ <br />Jolleen Chaika, City Clerk
