Director Swenson <br /> reiterated that the basis for this proposed repeal is due to the fact that the state <br /> amended Minn. Stat. §325E.21 which now makes it illegal for a person to possess a <br /> used catalytic converter not attached to a motor vehicle. <br /> i.
