Generally the slightly higher speeds are during the late night or <br />early morning. <br /> <br />The pedestrian counts were also taken at three different locations showing the highest volumes <br />of pedestrian traffic at the intersection of Clearwater Creek Drive and Tart Lake Road. In the <br />peak hour of 5:15 – 6:15 pm there were 13 pedestrians at this intersection. <br /> <br />The next step is evaluate actual traffic concerns verses perceived concerns and provide <br />recommended options to help address the concerns. The Traffic Safety Committee vetted may <br />options and recommended evaluating multiple alternatives some of which include: <br /> <br />• Center island medians. <br />• Evaluating additional sidewalk locations along the corridor. <br />• An evaluation of a three way stop condition and crosswalks at the intersection of Tart <br />Lake Road and Stella Lane. <br />• Raised intersections or crosswalks. <br /> <br />It is not recommended by the committee to have Tart Lake Road become a cul du sac as that <br />would present other more concerning traffic related issues. <br /> <br />WSB and Associates provided a proposal to evaluate the data and alternatives and provide <br />recommended solutions including the following: <br /> <br />• Traffic generation analysis incorporating projected volumes. <br />• All-way stop warrant analysis. <br />• Pedestrian volume review. <br />• Improvement recommendations and preparation of concept alternatives. <br /> <br />The proposed fee is in the amount of $16,500. Funding is proposed to be split between <br />engineering professional services and planning contracted services. <br /> <br />REQUESTED COUNCIL DIRECTION <br /> <br />Provide staff direction to place the proposal on the September 11 agenda for City Council <br />consideration. <br /> <br />ATTACHMENTS <br /> <br />1.
