178 E 9TH STREET | SUITE 200 | SAINT PAUL, MN | 55101 | 651.286.8450 | WSBENG.COM Memorandum <br />To: Katie Larsen, Lino Lakes City Planner <br />From: Kris Keller, WSB Engineering <br />Date: September 6, 2023 <br />Re: Zoning Ordinance Text Amendment <br />for Synthetic Grass – Engineering Review <br />WSB reviewed the submitted information pertaining to the Zoning Ordinance Text Amendment <br />(ZOTA) for Synthetic Grass in Lino Lakes, MN, as submitted by ForeverLawn. We have the <br />following comments and recommendations. <br />We recommend that synthetic grass be treated as impervious surface until more conclusive <br />evidence can be provided as to the consistent infiltration rates that can be achieved over various <br />installations and maintained over an extended period of time. It could therefore be installed up to <br />established limits for impervious surfaces on lots. <br />We have reservations as to the unknown potential environmental and health impacts regarding <br />biproducts from the materials leaching into the underlying soils and water runoff. <br />We recommend that synthetic grass be used more sparingly such as in smaller high traffic areas <br />where traditional turf may be excessively worn and eroded to a point of being bare. <br />We recommend that synthetic grass be kept out of drainage and utility easements due to the <br />potential restoration costs as a result of future City utility maintenance and replacement activities. <br />We recommend with future pervious submittal considerations, that they should include; <br />o Calculations and testing for the proposed infiltration rates that are signed by a <br />professional engineer licensed in the State <br />o Details on the impact on infiltration due to the variability of installation methods <br />o Details on the impact on infiltration due to clogging over time and the required <br />maintenance. <br />o Details on the water and soil quality with extended exposure to the synthetic <br />grass materials <br />If you or the applicant have any questions regarding these comments, please contact Kris <br />Keller at (612) 419-3083 or kkeller@wsbeng.com.
