LINO LAKES CITY COUNCIL <br /> SPECIAL WORK SESSION <br /> MINUTES <br /> DATE: AUGUST 28, 2023 <br /> TIME STARTED: 7:32 PM <br /> TIME ENDED: 9:40 PM <br /> MEMBERS PRESENT: Councilmembers Stoesz, Lyden, Ruhland, Cavegn, Mayor <br /> Rafferty <br /> Staff members present: Finance Director Hannah Lynch; Community Development Director <br /> Michael Grochala; Public Safety Director John Swenson; Deputy Directors Dan L'Allier and Kyle <br /> Leibel; Public Service Director Rick DeGardner; Public Works Superintendent Justin Williams; City <br /> Clerk Jolleen Chaika. <br /> 1. 2024 Proposed Budget <br /> Finance Director Hannah Lynch continued her presentation to Council on the proposed 2024 <br /> budget; the focus of the session being review of the Rookery funds, enterprise funds, and capital <br /> purchases. <br /> Director Lynch presented to Council the proposed levy increase related to the Rookery Activity <br /> Center. Public Services Director Rick DeGardner provide details on concepts for increased <br /> revenues and also responded to questions about marketing. Discussion was held by Council on <br /> programming at the Rookery Activity Center, use of ARPA dollars, and existing contracts for <br /> fitness services. <br /> Public Works Superintendent Justin Williams provided an overview of enterprise fund status. <br /> Discussion was then held on capital purchases, including planned Public Safety purchases for <br /> 2024. Public Safety Director John Swenson noted timelines for placing orders for the squads; he <br /> advised that if orders are placed in January, 2024, delivery could be anticipated in the second <br /> quarter of 2025. Council discussed bringing forward approval to place orders ahead of final <br /> approval of the 2024 budget to provide delivery of new vehicles in a timely manner. <br /> The work session concluded at 9:40 PM. <br /> These minutes were considered and approved at the regular Council Meeting on September 11, <br /> 2023. <br /> Jolleen Chaika, City Clerk Rob rty, Mayor <br />
