1 <br /> <br />CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 4A <br /> <br />STAFF ORIGINATOR: John Swenson, Public Safety Director <br /> <br />MEETING DATE: September 25, 2023 <br /> <br />TOPIC: Approve Resolution 23-100 Accepting Federal Emergency <br />Management Agency – Assistance to Firefighters Grant <br /> <br />VOTE REQUIRED: 3/5 <br />______________________________________________________________________________ <br /> <br />INTRODUCTION <br /> <br />The Federal Emergency Management Agency (FEMA) has awarded the Lino Lakes Public Safety <br />Department a grant under the Assistance to Firefighter Grant (AFG) program to support <br />employee wellness. <br /> <br />BACKGROUND <br /> <br />During the August 1, 2022 Council Work Session staff provided details on the need for <br />enhancements to the Public Safety Department’s Employee Wellness programing and identified <br />programing to better address the wellness of our team. In the fall of 2022, the Public Safety <br />Department began to provide training on wellness topics through Provicta to all Public Safety <br />Department staff. <br /> <br />In January 2023, the Public Safety Department used forfeiture dollars, as allowed on Federal <br />Equitable Sharing rules, to fund individualized wellness programming focused on our police <br />officers overall wellness both physical and mental. Because of the use of forfeiture dollars only <br />police officers were permitted to participate in the one-on-one wellness enhancements. <br /> <br />Staff has continued to work to identify funding sources that would expand our employee <br />wellness enhancements to all Public Safety Department staff. As part of this process, staff <br />applied for a FEMA Assistance to Firefighters Grant and we were notified on August 25, 2023 <br />that FEMA has approved/funded our grant application in the amount of $58,036.36 with <br />required local funding equal to or greater than 10% ($5,803.64). <br /> <br />It should be noted that within the Fire Division adopted 2023 budget and the requested 2024 <br />budget, funding for wellness training under existing Training (4330) budget line as well as <br />funding for mental health wellness programming (Check Up from the Neck Up Program) under
