1
CITY COUNCIL
WORK SESSION STAFF REPORT
ITEM NO. 6
STAFF ORGINATOR: Andy Nelson, Environmental Coordinator
DATE OF WORK SESSION: October 2nd, 2023
TOPIC: Lake Amelia Ditch Study
______________________________________________________________________________
BACKGROUND
Amelia Lake is a natural environment lake located in the southeast portion of Lino Lakes.
The watershed area is approximately 754 acres. A private ditch serves as an outlet for
approximately 340 acres of the watershed. The ditch corridor and adjacent wetlands are
proposed components of the City’s parks, greenways, and trail system in the 2040
Comprehensive Plan.
Recently, there has been flooding in the ditch corridor due to limited maintenance and failure
of private culverts. This has raised concerns regarding long-term management of the system as
development pressure increases upstream.
In an effort to evaluate long-term stormwater management options for this subwatershed area,
the City of Lino Lakes partnered with the Vadnais Lake Area Water Management Organization
(VLAWMO) and WSB and Associates to prepare the Lake Amelia Ditch Study.
Tom Hoffman, Engineering Technician with WSB and Associates, will be summarizing the results
of the study and discussing the recommended next steps that follow from the study.
Pending Council discussion, City and WSB staff will be reaching out to homeowners for a
neighborhood meeting to discuss the study and potential next steps for maintenance.
Following this neighborhood meeting, staff will bring the final Lake Amelia Ditch Study back to
the Council for final acceptance.
The Environmental Board discussed the study at their August 30th, 2023 meeting and had no
additional comments.
REQUESTED COUNCIL DIRECTION
None. Discussion only.
