5 <br />(e)The Planning and Zoning Board shall hold the public hearing and consider possible adverse <br />effects of the proposed amendment. Its judgement shall be based upon, but not limited to, <br />the following factors: <br />1.The proposed action is consistent with the official City Comprehensive Plan. <br />The proposed action is not consistent with the official City Comprehensive Plan goals of <br />addressing water rate and quantity, water quality, or groundwater management. <br />2.The proposed action is or will be compatible with present and future land uses of <br />the area. <br />The proposed action would not be compatible with present and future land uses of the area. <br />3.The proposed action conforms with all performance standards contained herein. <br />The proposed action does not conform with all performance standards. <br />4.The proposed action can be accommodated with existing public services and will <br />not overburden the City’s service capacity. <br />The proposed action can be accommodated with existing public services and will not overburden <br />the City’s service capacity. <br />5.Traffic generation by the proposed action is within capabilities of streets serving <br />the property as described in City Code Section 1007.020(4)(d). <br />Traffic generation is not applicable to the proposed action. <br />RECOMMENDATION <br />The Environmental Board, Planning & Zoning Board and City staff recommend formal denial of <br />Ordinance No. 12-23 as presented by the applicant and property owner. <br />Staff seeks Council direction regarding alternative language for the use of synthetic grass as <br />discussed at the October 2, 2023 Work Session. <br />ATTACHMENTS <br />1.Ordinance No. 12-23
