<br />Park Board <br />July 18, 2023 <br />pg. 2 <br /> <br />FINAL MINUTES <br /> <br />Mr. Gooder gave a summary of the discussion the Park Board had with the City of Circle <br />Pines Assistant City Administrator for Public Services, Chandra Peterson, and Mayor <br />Dave Bartholomay. Park Board members learned that the Park Board of Circle Pines has <br />full control over the park and dedication funds and has its own budget. Mrs. Schmidt <br />stated the City of Circle Pines has a form that shows how much money is allocated for a <br />project, and that money can’t be touched. <br /> <br />Mr. Gooder stated the Circle of Pines has a park planning session, and WSB facilitates <br />the meeting to get feedback from staff, residents, and park board members. This helps the <br />residents have a voice. In addition, a survey is sent to the residents to get their <br />involvement. Mr. Huelman stated that they receive a 30% participation rate from the <br />annual survey. <br /> <br />Mrs. Schmidt stated that the City of Circle Pines' culture is that they want to hear from <br />the residents. <br /> <br />Mrs. Schmidt also stated that Anoka County contacts the Circle Pines Park members <br />directly and updates them about upcoming projects. Also, Circle Pines opens their parks <br />to Community Ed for community events. <br /> <br />Mr. Termont discussed the communication the City of Circle Pines has within its <br />community, City Council, and board members. <br /> <br />Mr. Rick DeGardner, Public Service Director, discussed a form that was created in 2019 <br />that lists all the parks, the year installed, and the replacement cost. Also discussed were <br />the parks within the city that have not been developed and the cost involved. <br /> <br />Mr. Gooder would like to survey the residents and bring the results back to the City <br />Council. <br /> <br />Mr. DeGardner stated that in the past the Park Board discussed having a three-year plan, <br />but now he is hearing the Park Board may want to send a survey to get resident feedback. <br /> <br />Mrs. Schmidt discussed asking the residents for their email addresses for a future survey <br />at the upcoming Blue Heron Days events. The civic groups could also help push for the <br />survey. <br /> <br />Mr. Huelman stated that we have three goals. 1. The immediate short-term projects 2. We <br />need resident input for future priorities. 3. A master vision of what Lino Lakes Parks and <br />Trails could be <br />Mr. Gooder discussed different types of parks besides the normal playground equipment.
