LINO LAKES CITY COUNCIL <br />WORK SESSION <br />MINUTES <br />DATE: September 25, 2023 <br />TIME STARTED: 6:00 PM <br />TIME ENDED: 6:26 PM <br />MEMBERS PRESENT: Councilmembers Stoesz, Lyden, Cavegn, Mayor Rafferty <br />MEMBERS ABSENT: Councilmember Ruhland <br />Staff members present: City Administrator Sarah Cotton; Public Safety Director John Swenson; <br />Police Captain William Owens; Finance Director Hannah Lynch; Human Resources and <br />Communications Manager Meg Sawyer; Community Development Director Michael Grochala; <br />Public Works Superintendent Justin Williams; City Clerk Jolleen Chaika. <br />1.Review Regular Agenda <br />Mayor Rafferty reviewed the agenda for the Regular Meeting, with a focus on the budget <br />agenda item last. Staff provided brief comments highlighting information contained <br />within staff reports. <br />Finance Director Hannah Lynch provided an overview of the budget items being brought <br />forward for Council consideration at the Regular Meeting. She provided an explanation <br />for the preliminary levy and the public hearing which must be conducted prior to adoption <br />of the final budget and levy. She furt her advised that, regarding Agenda Item 2C, <br />Resolution 23-97 to Cancel Debt Service Levy, whenever debt is issued the debt must be <br />sent to the County Auditor and the City must levy the amount in the bond documents. <br />The levy cancellatin being considered was always anticipated as there are other resources <br />available to pay this debt; tax levy isn’t necessary. <br />Regarding the budget, Councilmember Lyden noted his desire to for Council to provide <br />additional support to Alexandra House. Councilmember Cavegn concurred. Mayor <br />Rafferty thanked them for the input. <br />Prior to the conclustion of the Work Session, City Administrator Sarah Cotton inquired of Council <br />support to close City buildings on October 5, 2023 from 2:00 PM – 4:30 PM for a staff appreciation <br />event. City Clerk Jolleen Chaika noted that City Hall would remain open for absentee ballot voting. <br />Council was in support of closing the buildings as indicated for staff appreciation. <br />The Work Session concluded at 6:26 PM. <br />These minutes were considered and approved at the regular Council Meeting on October 9, 2023.
