CITY OF LINO LAKES <br /> RESOLUTION NO. 23-109 <br /> AUTHORIZING PREPARATION OF WELL NO. 4 REPURPOSING PLAN <br /> WHEREAS, Ramsey County District Court Order issued a judgment 62-CV-13-2414 on <br /> August 30, 2017 regarding the groundwater management of White Bear Lake and the Prairie du <br /> Chein-Jordan Aquifer; and <br /> WHEREAS, Groundwater pumping from high capacity wells within 5 miles of White Bear <br /> Lake has been identified as a factor in fluctuating lake levels; and <br /> WHEREAS, the City of Lino Lakes as a good steward of the natural resources is sensitive <br /> to and recognizes its responsibility to minimize impact to the aquifer and other water resources, <br /> where feasible; and <br /> WHEREAS, the City has received state grant funding and is preparing plans and <br /> specifications to begin construction of a Water Treatment Plant in 2024, and <br /> WHEREAS, operation of the plan will allow the City to shift well water pumping to <br /> wellheads located outside the 5 mile radius that are directly connected to the plant; and <br /> WHEREAS, the City has only one well, No. 4, within the 5 mile radius of White Bear Lake, <br /> which is also one of the City's highest producing wells, and <br /> WHEREAS, as part of the Water Treatment Plant operational plan, Well No. 4 could be <br /> repurposed as a peaking well used for peak periods and emergencies; and <br /> WHEREAS, repurposing Well No. 4 as a peaking well is estimated to reduce its pumping <br /> volumes from an 3 year average of 189 million gallons per year (MGY)to 50 MGY; <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of Lino Lakes, Minnesota that <br /> City staff is hereby authorized and directed to work with WSB LLC, the City Engineer, to <br /> develop a plan that repurposes Well No. 4 to a peaking well to become effective upon <br /> construction and operation of the water treatment plant. <br />
