CITY COUNCIL AGENDA <br />Monday, October 23, 2023 <br />*********** <br />6:30 p.m. <br />(Scheduled to be broadcast on Channel 16) <br />City Council: Mayor Rafferty, Councilmembers Cavegn, Lyden, Ruhland and Stoesz <br />City Administrator: Sarah Cotton <br />COUNCIL WORK SESSION, 6:00 P.M. <br />Community Room (not televised) <br />Present: Councilmembers Lyden, Stoesz, Ruhland, Cavegn, and Mayor Rafferty. <br />Absent: Councilmember Ruhland <br />Staff Present: Sarah Cotton, John Swenson, Hannah Lynch, Meg Sawyer, Andy Nelson, Michael <br />Grochala, Katie Larsen, Diane Hankee. <br />1.Review Regular Agenda: Staff reviewed staff reports as included in the agenda <br />packet. <br />Ms. Catherine Decker, 614 Pine Street, inquired of Council why the full reading of ordinances is <br />dispensed; she stated concern that the public is not being informed if the full reading is not <br />taking place. City Administrator Sarah Cotton responded to Ms. Decker and provided <br />clarification that the full text of any proposed ordinance is provided with the Council Agenda <br />Packet which is available online the Wednesday prior to any meeting and is also available in <br />hard copy during each Council meeting. Councilmember Stoesz also noted that all ordinances <br />are published in the Quad Press as well. <br />Mr. Christopher Stowe, 426 Pine Street, asked for a horse crossing sign to be installed at 4th <br />and Pine Street as he has concerns about drag racing down Pine Street. <br />The work session concluded at 6:23 PM. <br />CITY COUNCIL MEETING, 6:30 P.M. <br />Call to Order and Roll Call <br />The meeting was called to order at 6:30 PM. <br />Present: Councilmembers Lyden, Stoesz, Ruhland, Cavegn, and Mayor Rafferty. <br />Pledge of Allegiance <br />Public Comment (in person or received in writing prior to meeting): <br />The public comment period is a time to allow members of the public to speak to Council on City <br />matters not on the agenda.
