13 <br />The Environmental Board reviewed the PUD concept plan on October 25, 2023. General <br />comments included the need for a rare plant and animal survey, tree preservation, <br />wetland protection and restoration. <br /> <br />Park Board <br /> <br />The Park Board reviewed the concept plan on November 1, 2023. The Board <br />recommended a 100% cash dedication in lieu of dedicating land for a neighborhood park. <br />The cash dedication could be utilized for trails, providing leisure opportunities at Lino <br />Lakes Elementary, and making enhancements to Arena Acres Park. <br /> <br />City Engineer <br /> <br />The City Engineer provided comments in the attached letter dated November 1, 2023. <br /> <br />PUD Preliminary Plan/Preliminary Plat <br /> <br />The City’s review and comments on the concept plan’s relation to the Comprehensive <br />Plan and development regulations does not grant any rights to the applicant to develop <br />the property as depicted by the concept plan. <br /> <br />A land use application for PUD Preliminary Plan/Preliminary Plat shall be required. The <br />developer should have a neighborhood meeting prior to submittal of a PUD Preliminary <br />Plan/Preliminary Plat. <br /> <br />PUD Public Benefit vs PUD Flexibility Summary <br /> <br />Per City Code Section 1007.024: <br /> <br />(2) The PUD, by allowing deviation from the strict provisions of this ordinance <br />related to setbacks, heights, lot area, width and depths, yards, etc., may be considered by <br />the City when it would result in one or more of the following public benefits: <br /> <br />(a) Implementation of a master plan consistent with the Planning District <br />objectives of the Comprehensive Plan. <br /> <br />The need for a formal master plan was not identified for this area in the 2040 <br />Comprehensive Plan. The proposed development is consistent with the 2006 EAW <br />concept plan for low density single family residential conservation development. <br /> <br />(b) Innovations in development that address growing demands for all styles of <br />economic expansion, greater variety in lot size, configuration, home type, design, enhanced <br />architectural standards, and siting of structures through the conservation and more efficient <br />use of land in such developments. <br />
