DATE: November 2, 2023 <br />TO: Katie Larsen, City Planner <br />FROM: Rick DeGardner, Public Services Director <br />RE: Natures Refuge North Park Board Recommendation <br />The Park Board discussed the Natures Refuge North concept plan during the November 1, 2023 <br />Park Board meeting. <br />The Park Board has recommended a 100% cash dedication in lieu of dedicating land for a <br />neighborhood park. The cash dedication could be utilized for trails, providing leisure opportunities <br />at Lino Lakes Elementary, and making enhancements to Arena Acres Park. <br />As indicated in the 2040 Lino Lakes Comprehensive Plan, trails establishing a linear greenway <br />should be incorporated into plans that include connectivity to the north, east, south, and west of <br />the project site. <br />Obviously, any improvements at Lino Lakes Elementary would require discussions with the Forest <br />Lake School District. The Park Board feels this collaborative arrangement of sharing resources <br />could provide tremendous benefits for the students and general public. <br />While a majority of the potential park amenities would conceptually be located at Lino Lakes <br />Elementary, the Park Board felt it was important to ensure Natures Refuge North connects to <br />Andall Street to provide pedestrian access to Arena Acres Park. Opportunities to enhance Arena <br />Acres Park include replacing the playground structure that was installed in 1999. <br />Attachment 10: Park Board Memo - Nature's Refuge North
