LINO LAKES PUBLIC SAFETY DEPARTMENT. <br />Lino Lakes Public <br />Safety Department <br />Memo <br />DATE: October 31, 2023 <br />TO: Hannah Lynch, Finance Director <br />FROM: John Swenson, Public Safety Director <br />RE: Public Safety Department Staffing <br />At the October 2nd Council Work Session, staff was directed to prepare information on <br />adding to two full-time firefighter positions and achieving 24 hour police supervisor <br />(Sergeant) coverage for the next 2024 budget discussion with Council. <br />Adding two fulltime Firefighters <br />The estimated cost to add two full-time firefighter positions would cost $197,480 <br />($98,740 per firefighter position). <br />Currently we attempt to schedule 3 part-time firefighters on the daytime duty crew <br />(Monday – Friday; 6 AM to 6 PM), which equates to 36 hours per day or 180 hours per <br />week. If we continue to follow this staffing plan, two full-time positions would only <br />cover 80 hours of the needed 180 hours of firefighter coverage. These full-time positions <br />would also accrue paid time off which should also be accounted for in our staffing plan. <br />24 Hour Police Supervisor Coverage <br />In order to schedule 24 hour police supervisor coverage, we would need to promote two <br />existing police officers to rank of sergeant at an estimated cost of $7,300 ($3,650 per <br />sergeant position) and backfill the two police officer positions at an estimated cost of <br />$247,540 ($123,770 per officer). The total estimated cost would be $254,840. <br />Please note that with the promotion of just two sergeants there still would be occurrences <br />when no police supervisor would be on-duty. This would occur when the sergeant uses <br />paid time off (vacation or sick). <br />253
