CITY COUNCIL <br />WORK SESSION STAFF REPORT <br />ITEM NO. 5 <br />STAFF ORGINATOR: Meg Sawyer, Human Resources and Communications Manager <br />DATE OF WORK SESSION: November 6, 2023 <br />TOPIC: Part-Time Firefighter Compensation Plan <br />______________________________________________________________________________ <br />BACKGROUND <br />In 2021, the City Council approved a daytime fire response plan and the hiring of a part-time <br />duty crew of firefighters assigned to Fire Station #1 and #2. At that time, staff used the City’s <br />job evaluation system to determine the relative value of the part-time firefighter position <br />within the City of Lino Lakes. In addition, staff performed and placed a heavy emphasis on an <br />external market study to establish the following wage range for the part-time firefighter <br />position in 2022: <br />2022 Start Step 1 Step 2 Step 3 Step 4 Step 5 Step 6 <br />Firefighter (PT) $18.66 $19.18 $19.70 $20.24 $20.80 $21.37 $21.96 <br />Part-time firefighters are eligible for an annual Cost of Living Adjustment (COLA) approved as <br />part of the Compensation Plan for non-union employees. The 2023 compensation plan included <br />a 3% general wage increase (COLA), plus a .75% market adjustment as follows: <br />2023 Start Step 1 Step 2 Step 3 Step 4 Step 5 Step 6 <br />Firefighter (PT) $19.36 $19.89 $20.44 $21.00 $21.58 $22.17 $22.78 <br />At the October 2, 2023 Work Session, staff recommended the continuation of the current <br />compensation plan for PT Firefighters based on a recently conducted marked study of the <br />hourly rates of pay for part-time firefighter personnel in the metro area and throughout the <br />state. The study found that on average, part-time firefighters were paid a starting wage of <br />$15.61 per hour. The maximum hourly starting wage was $21.34 and the minimum hourly <br />starting wage was $11.79. <br />281
