1 CITY COUNCIL SPECIAL WORK SESSION STAFF REPORT ITEM NO. 1 STAFF ORGINATOR: Michael Grochala, Community Development Director DATE OF WORK SESSION: November 13, 2023 TOPIC: CSAH 49 and CR J Streetscape Improvements. ______________________________________________________________________________ BACKGROUND As previously discussed the CSAH 49 (Hodgson Road) and CR J (Ash Street) intersection is identified as a “Gateway” in the City’s 2040 Comprehensive Plan. Design of potential intersection streetscape improvements were included in the City’s Gateway Design manual being prepared by WSB. The proposed improvements have been revised based on comments received at the October 2, work session and from Anoka County. Changes include the following: 1. Replacement of the 2 - Type B monuments signs with one Type A sign in the northeast corner of the Roundabout (RAB). 2. Decorative lighting included on CR J between Blanchard and east side of the former Sadders property. 3. Removal of decorative stamped crosswalks. 4. Removal of bollards and banner poles from medians. We have broken the project up into four separate components depending on location, responsible party and funding source. 1. In road streetscape items. This includes all the decorative concrete work, water supply to the RAB, conduit system for irrigation and power supply. This would be included in the County’s roadway contract. The County is also considering installing the street light bases as part of this. Estimated cost is $60,440.00. We have proposed that this be shared 50/50 between City and Shoreview/Ramsey County. No determination has been made on their participation yet. Absent participation this could be scaled back to medians on CSAH 49, north of the RAB. 2. RAB Landscape. This includes plants, turf, ground cover and irrigation. Estimated cost is $45,512.00. We are also proposing this cost be split. Lino would be responsible for 2
