Environmental Board <br />September 27, 2023 <br />Page 2 <br /> <br />Andy Nelson, Environmental Coordinator, presented his staff report. <br /> <br />The applicant, Stephen Kavan, submitted a land use application for a Christmas tree farm <br />to be located at 1415 Ash Street. The 39.6 acre parcel will have a cut-your-own <br />Christmas tree nursery, a barn, a sales stand, and an unpaved parking area. <br /> <br />The site does not have enough land disturbance to require a stormwater management <br />plan. The elevation of the barn is well above the base flood elevations, so there are no <br />floodplain concerns. Landscape requirements will not apply to this agricultural use. <br /> <br />Staff had two recommendations, which were: <br /> <br />1. Blanding’s turtle has been observed within one mile of the site. The MN DNR flyer <br />and factsheet for this turtle must be provided to all contractors working on the site. <br />Any sightings of the turtle should be reported to City staff. <br /> <br />2. Category 2 wood fiber blanket is specified in the Grading and Erosion Control Plan. <br />This must be updated to reflect the 2020 MN DOT category number. In addition, the <br />City requires natural net erosion blanket. <br /> <br />The Board expressed excitement all around for this project. <br /> <br />Chair Sullivan suggested a third recommendation, which was to ensure Engineering <br />assess the safety of the driveway. Mr. Nelson responded that this recommendation would <br />be added. <br /> <br />Chair Sullivan made a motion to approve the recommendations along with the third as <br />described above. Ms. Nelson seconded the motion. Motion carried 5 – 0. <br /> <br />7. DISCUSSION ITEMS <br /> <br />A. Metropolitan Solid Waste Management Policy Plan 2022-2042 <br /> <br />Chair Sullivan reviewed the staff report and the attachments with the Board. He also <br />expressed general approval of the strategies outlined in the policy plan. The Board <br />agreed. <br /> <br />8. UPDATES <br /> <br />st <br />A.
