<br /> <br />LINO LAKES CITY COUNCIL <br />WORK SESSION <br />MINUTES <br /> <br />DATE: November 13, 2023 <br />TIME STARTED: 6:00 PM <br />TIME ENDED: 6:15 PM <br />MEMBERS PRESENT: Councilmembers Stoesz, Lyden, Ruhland, Cavegn, Mayor <br />Rafferty <br /> <br />Staff Members Present: City Administrator Sarah Cotton; Human Resources and <br />Communications Manager Meg Sawyer; Public Safety Director John Swenson; Community <br />Development Director Michael Grochala; City Planner Katie Larsen; City Engineer Diane Hankee; <br />City Clerk Jolleen Chaika. <br /> <br />1. Review Regular Agenda <br /> <br />Mayor Rafferty advised that he will propose removal of Item 4A on the regular agenda so that <br />the item can be discussed at the December work session. <br /> <br />Mayor Rafferty requseted some clarification on several items in the expenditures report. <br /> <br />Regarding Item 2A, the 2024 Fee Schedule, Councilmember Stoesz questioned why rates for <br />water are increasing ahead of the new water treatment plant even being constructed. He noted <br />he will not be voting in favor of approval of the fee schedule. <br /> <br />Mr. Christopher Stowe, 426 Pine Street, asked Council of the water treatment plant, specifically <br />he wanted to know where sewage is currently going. Community Development Director <br />Michael Grochala clarified that the water treatment plant is a drinking water plant, not a <br />sewage plant. <br /> <br />Staff provided an overview of other staff reports for remaining agenda item. <br /> <br />The work session concluded at 6:15 PM. <br /> <br />These minutes were considered and approved at the regular Council Meeting on November 27, <br />2023. <br /> <br /> <br /> <br /> <br />Jolleen Chaika, City Clerk Rob Rafferty, Mayor <br /> <br />44
