CITY OF LINO LAKES <br /> RESOLUTION NO. 23-125 <br /> SUPPORT FOR LOCAL ROAD IMPROVEMENT <br /> PROGRAM GRANT APPLICATION <br /> WHEREAS, the City of Lino Lakes has applied to the Commissioner of Transportation for a <br /> grant from the Minnesota State Transportation Fund for Local Road Improvement; and <br /> WHEREAS, the Commissioner of Transportation has given notice that$102.967 million in Local <br /> Road Improvement Program (LRIP) funding is available, with a cap of$1.5 million for each project; and <br /> WHEREAS, LRIP funds can be used on reasonable elements associated with roadway <br /> construction however other costs, including but not limited to: consultant engineering and inspection, <br /> utility construction, as well as construction costs above the LRIP award will need to have alternate <br /> funding sources; and <br /> WHEREAS, the extension of Otter Lake Road between County State Aid Highway(CSAH) <br /> 14/Main St and 24th Ave N/Elmcrest Ave (hereafter referred to as "the project") is identified in the City <br /> of Lino Lakes 2040 Comprehensive Plan and Anoka County 2040 Transportation Plan; and <br /> WHEREAS,the project is included in the I-35E Corridor Final Alternative Urban Areawide Review <br /> (AUAR), which was last updated in 2020; and <br /> WHEREAS,the project is included in the Metropolitan Council's functional classification map as <br /> a planned major collector; and <br /> WHEREAS, post-2040 traffic volumes are projected to increase to 11,100 on Otter Lake Rd south <br /> of CSAH 14 and to 10,000 on 24th Ave N north of the project area; and <br /> WHEREAS,the project will extend Otter Lake Rd to the north and create a frontage road system <br /> of major collector roadways parallel to I-35E to manage traffic and support anticipated development; <br /> and <br /> WHEREAS,the project will allow for full access across CSAH 14 that is not provided by the <br /> adjacent north-south roadways on the east side of 1-35E; and <br /> WHEREAS,the project will further the city's economic development efforts along I-35E, <br /> including supporting the Minnesota Technology Corridor; and <br /> WHEREAS,the project is a route of regional significance due to its inclusion in economic <br /> development plans and connection to CSAH 14 and 1-35E; and <br /> WHEREAS,the project will benefit the residents of Lino Lakes and Hugo in the counties of Anoka <br /> and Washington, respectively. <br />
