Staff conducted another market study of the hourly rates of pay for part-time fire personnel using <br />only comparable cities. The study found that only two of the 20 comparable cities had a part-time <br />fire response and the average starting wage was $16.51. <br /> <br />A re-evaluation of the Part-Time Firefighter position was completed by staff with the assistance of <br />the City’s Compensation Consultant. An in-depth analysis of the position’s requirements was <br />performed and the position was benchmarked against similarly situated positions within the City, to <br />ensure internal equity. <br /> <br />The purpose of evaluating jobs is to compare different attributes or elements of jobs and establish a <br />job ranking. By introducing a repeatable process for evaluating jobs, this system provides logical and <br />systematic steps to reduce the subjectivity of judging job value. It also provides more consistency to <br />the method of assigning jobs to grades. <br /> <br />The Keystone Job Leveling System uses five of the most broadly used compensable factors as <br />evidenced by extensive global research on point-factor job evaluation methods. These factors have <br />been proven to have a high degree of correlation with market value and are considered the key <br />factors in translating input activities into output results for jobs at various levels within the <br />organization. <br />1. Working Conditions/Environment <br /> <br />Based on the results of the position re-evaluation, staff is recommending the position of Part-Time <br />Firefighter be placed at Job Grade 130 of the Lino Lakes Compensation Plan. <br /> <br /> <br /> <br />BUDGET IMPACT <br />The estimated 2024 budget impact for the City will be $53,340. The City’s proposed final tax levy is <br />at the maximum amount for 2024. If Part-Time Firefighter compensation is increased by <br />approximately $53,340 something else in the 2024 budget has to decrease by the same amount. <br /> <br />Staff recommends decreasing two line items within the 2024 Fire Department budget: <br />1.
