CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 6C <br /> <br /> <br />STAFF ORIGINATOR: Diane Hankee PE, City Engineer <br /> <br />MEETING DATE: November 13, 2023 <br /> <br />TOPIC: Consider Resolution No. 23-116, Accepting Quotes and Awarding a <br />Construction Contract, Stormwater Management Outlet Projects <br /> <br />VOTE REQUIRED: 3/5 Vote Required <br />_______________________________________________________________ <br /> <br />INTRODUCTION <br /> <br />Staff is requesting authorization to accept quotes and award the construction contract for the <br />Stormwater Management Outlet Projects. <br /> <br />BACKGROUND <br /> <br />The Stormwater Management Outlet Projects are to reduce high water level impacts of two <br />landlocked wetlands within the City. The City worked with Rice Creek Watershed District to <br />evaluate and permit the project as they are the Local Unit of Government for wetlands in Lino <br />Lakes. <br /> <br />Site 1 - There is an existing wetland south of Captains Place and east of Blackduck Drive that <br />public works pumps in seasonal wet conditions. Providing an outlet in this location will minimize <br />or eliminate the need for ongoing pumping maintenance, and reduce concerns of adjacent <br />property owners. <br /> <br />Site 2 - The other wetland is located at the southeast corner of Gaage Lane and Canfield Road. <br />This wetland, in high water conditions, overflows and in some cases onto the roadway. Staff have <br />been cordoning with the adjacent property owner who is in favor of the project. The project will <br />provide an outlet to an otherwise landlocked basin. <br /> <br />Funding for the project is through the Street Reconstruction Bonds and the Surfacewater <br />Management Fund. <br /> <br />Quotes for the project were received on October 24, 2023. <br /> <br />CONTRACTOR TOTAL QUOTE <br />Winberg Companies LLC $44,424.54 <br />Dimke Excavating Inc. $49,800.00 <br /> <br />168
