<br />1 <br /> <br />LINO LAKES CITY COUNCIL <br />REGULAR MEETING <br />MINUTES <br /> <br />DATE: October 23, 2023 <br />TIME STARTED: 6:30 PM <br />TIME ENDED: 6:54 PM <br />MEMBERS PRESENT: Councilmembers, Lyden, Stoesz, Ruhland, Cavegn, Mayor Rafferty <br />Staff members present: City Administrator Sarah Cotton; Finance Director Hannah Lynch; Human <br />Resources and Communications Manager Meg Sawyer; Director of Public Safety John Swenson; <br />Community Development Director Michael Grochala; City Planner Katie Larsen; City Engineer <br />Diane Hankee; Environmental Coordinator Andy Nelson. <br /> <br />SETTING THE AGENDA <br />The agenda was accepted as presented: No additions or changes were made. <br /> <br />PUBLIC COMMENT <br />Public Comment was opened at 6:33 PM. <br /> <br />Mr. Derek Lind, resident of Ramsey, Minnesota, appeared before Council along with Mr. David <br />Tormin, on behalf of a citizen action group for election reform. They advised that they have been <br />active at the county level for approximately 18 months with the goal to revert elections back to <br />the way they were conducted 30 years ago. The group, Anoka County Election Integrity Team or <br />ACEIT, has been giving presentations to the Anoka County Board of Commissioners. Mr. Lind <br />explained the details on the provided postcards to Council which highlight the group’s goals and <br />objectives. <br />1. Motion to: Close Public Comment at 6:46 PM. <br /> <br />1.
